CDBG & HOME

CDBG (Community Development Block Grant) and HOME (HOME Investment Partnerships Program) are two federal programs administered by the U.S. Department of Housing and Urban Development (HUD) designed to support community development and affordable housing initiatives. Both programs are crucial in supporting local efforts to improve community infrastructure and housing availability, focusing on aiding low and moderate income residents.

CDBG (Community Development Block Grant):

Purpose: The CDBG program provides annual grants to states, cities, and counties to develop viable urban communities by providing decent housing, suitable living environments, and expanding economic opportunities, principally for low- and moderate-income persons.
Uses: Funds can be used for a wide range of activities, including:
- Housing rehabilitation
- Public services (e.g., employment training, health services)
- Public facility improvements (e.g., infrastructure, community centers)
- Economic development projects
- Crime prevention and safety programs
Eligibility: Entitlement communities, which include larger cities and urban counties, receive funds directly from HUD. Smaller towns and rural areas can receive funds through the state-administered CDBG program.

HOME (HOME Investment Partnerships Program):

Purpose: The HOME program aims to create affordable housing for low-income households. It is the largest federal block grant to state and local governments designed exclusively to create affordable housing for low-income families.
Uses: Funds can be used for various affordable housing activities, including:
- Building, buying, and/or rehabilitating affordable housing for rent or homeownership
- Providing direct rental assistance to low-income people
Eligibility: States and localities receive HOME funds to use in partnership with local nonprofit groups to fund a wide range of activities that build, buy, and/or rehabilitate affordable housing or provide direct rental assistance to low-income people.
